🔎 UNIDENTIFIED Undated whistle? 1500-1800?

Hello, I found this lovely whistle but I can't find absolutely anything about it.

It could be late medieval to late 1800s based on my current research but id love it if anyone has any ideas.

I am sorta out of my league here, but that could well be a very early Royal Navy whistle, maybe as early as 1600. If it is, it isn't complete, but darn cool anyway.
