Unidentified button civil war/pre civil war

Dug a button today that I cannot seem to find in any books. It has an eagle in flight at the top. The eagles head is straight from the bird, as if it is looking where it is flying. It has an anchor that is STRAIGHT down from the eagle, not tilted to the side like other naval buttons I have found. The anchor appears to be fouled.
At the bottom, below the anchor is what appears to be a wreath of wheat.

Sorry, no pictures. My digital camera doesn't do good close ups, and Vista won't let me run my scanner for some reason.

Sounds kind of like a Revenue Cutter Service or Coast Guard button.

If it's Revenue Cutter Service, there will be "R. C. S." in tiny letters above the eagle. Otherwise, it's Coast Guard and c. 1915-40. It was replaced by the design shown on the right, above, in 1941.
