looks like the tool used to cinch a metal or plastic strap to hold large objects together for shipping.

Could it possibly be the handle to an automatically latching door...like an old refrigerator or walk-in freezer?

It is part of a banding tool, it is used to band large objects together, Used one to band coils of steel together so they could not become unrolled.

Look at the tooth on that thing, looks like a tooth off a chainsaw blade - looks like a can opener to me.

A few have said strapping tool but I think it is only one part of a strapping tool, 1 of the handles so part of the mechanism to a strapping tool would be my thought.IMOfromm a338 heavy duty manual sealless tool for  steel.webpmanual-strapping-tool-steel-straps-64543-2713539.webp
