Looks like a sash buckle/pin.

I would venture to say it's civilian, not military.

Definitely a cloak pin/penannular brooch...but is it authentic? Were these that common in the united states?

Cloaks were very common until about the late 19th C. The fibula style pin dates back to Roman times and you can still get them today if you're in to that sort of thing. That said... Pretty sure yours isn't Roman.

Frankly, it doesn't look like it's been in the ground 100+ years. If I HAD to make an ID on it, I'd call it re-enactment piece. But I'm just guessing...

I think it's a penannular brooch, but I'm pretty sure it's a reproduction.
