You start by fastening your wire to a corner post, then you would hook the fence roll to the double hooks and a come-a-long to the opposite loop. You then pull to tighten the wire. When tight, you fasten wire to the next post, and so on. Doesn’t have to be a come-a-long. Could be a horse, tractor, 4-wheeler etc hooked to a rope/chain.

How would it have worked? Maybe a lever or other parts missing.
I agree that the mechanics of this is rather bizarre. And, being just over 8 inches long, I have doubts about it being a fence stretcher.

We need to remember not all wire was in woven rolls. My neighbor still runs 2 strands of barbed wire above the woven wire. It needs stretched also. You loop the leading end and pull it tight. This tool could be for single strand.
