I think it is a sprinkler head but not for a yard but instead a fire sprinkler head. Google "vintage fire sprinkler heads"

it's a foot valve from a well it's missing the screen but here's a pic. it goes in the bottom of the well to hold the water in the pipe and not allow it to drain back into the well once pumped up., southfork got it right.
