What does the tool do when you close it; cut, turn, make a hole, whistle 'Dixie' or what?

I have no idea what it actually does! My guess is that it might be designed to cut something very specific. When the handles are squeezed together, the black metal protrusion from the nose retracts completely inside the metal nose housing. There is a flush Phillips screw head visible just below the black metal protrusion but I have not attempted to remove the screw.

I will take more photos of the item and post asap.

It cuts a small notch on the edge of something thin, possibly metal, it could be a hand ?nibbler?

Hand sheet metal nibbler. We used to use them for computers to cut holes for D-connectors. They work great on aluminum also. Here's a video showing operation:

Huh, something wrong here, my iPad keeps making a question mark instead of an apostrophe.

It is an issue with the last VBulliten update, after you hit enter you can go back and hit edit, you can then edit out the apostrophe.

TreasureNet will be replacing the software soon and the issue will go away.,
