Does anyone know what this is? One finger loop is stationary while the other one can rotate. It appears to have been made this way (nothing broken or missing). Any help is appreciated!

It is some type of tensioner or a tool for holding straps the cams will get tighter as you squeeze and the WOODS co sells snowshoes, so it maybe related to that, possibly for the webbing on the shoes?

I think Back has it or is close. Found one online but just a picture and no information but showed it with a cord or string being grasped by it.
