Unusual Carved Bone Object? Drawer Pull? Sewing Accessory? Hairpin?

Over the weekend I went to one of the more eclectic sales I've had the pleasure of attending and this was one of many unusual objects I bought there.

It was in the garage, in a box full of old hardware and drawer pulls. I immediately recognized it as bone and bought it.

Other then the material, I'm completely stumped. It's well carved and has a pivoting loop near the end.

It measures 5" long and the threaded portion is the diameter of a good quality ball point pen

Interesting item... It reminds me of the center stem of a tidbit tray or appetizer serving dish. But why made of bone and why would the loop fold down?
