Sent a few close up pics of button to Ask Mark Parker in WESTERN & EASTERN TREASURES.After it was checked out by an expert in buttons and another in Rev war items it was determined to be a variant of the Continental navy button #NA2 in Alberts book, the design is copied from a French button,so French design but a Continental Navy button. http://www.treasurenet.com/forums/what/421495-continental-navy-button.html
