Today most ships have Automatic identification systems (AIS) that gives a navigational pinpoint as to GPS location good to about 50 feet and monitored by international agencies.
This means that the US could attack the Venezuelan Navy for act of aggression and piracy backed by the country the cruise ship was flagged by. (Bahamas)
