Very decorative clip of some sort???

I visited an old homesite for a bit this evening. Foundation few older coins, some pulltabs, and other misc things when I came across this pretty little thing. I think it's some sort of clip. My wide says she thinks its a old hair clip. Not sure. Any ideas?
