Have you tested it with a magnet? What was the result?

The last steel planchets (coin blanks) used at the Denver Mint were removed after the only steel cent run in 1943. For an errant planchet to remain in the production machinery for 16 years is improbable, but not impossible. Normally these are shaken out in a year or two.

The most likely cause for the steel look on your coin is plating. The magnet test will confirm any iron content. If it's plated, it will not stick to the magnet.
