Victory Lock but unknown year help?

I was metal detecting at old house site from the 1900's which is located in a park and I found the lock its made by Victory and on the back it has a 3 if anyone could possibly tell me what year this is that would be great.

probably made by the Fraim-Slaymaker Hdw Co., judging by the shape and the rivets. It was probably made between 1921-1930 in Lancaster Penn. It's what's known as a warded lock probably made to celebrate the end of WWI.
