More than likely a lipstick tube. It's 2" x 11/16" dia., brass, and probably double walled with the letters SOLITAIR* stamped around the tube near the base. About 2/3 the way down the tube there is segmented compartment with a small hole. Weighs close to an ounce and heavy for its size. There are Solitair Cosmetic Co. ads on the net from the 40s & 50s that show lipstick tubes but I haven't been able to find a close-up of one that shows the lettering.
