I dug in Atlanta in the creek is it just scrap?
 

I'm pretty sure this is brass or copper hardware used on the power lines. This is the inside portion of the piece, but I can't remember what it's called right now.

Looks like baling wire that was wrapped on a pencil sized object.

I think that's it. I went out and looked at the power pole at my shop. One end is bolted to a ground block, the other end is bolted to the transformer, the coil is for movement or expansion.
