I found this item near the 1812 button earlier today. I think it is a watch winder, but the "ball" rotates. Please help with the ID!!

Not sure but that is a stunning button!!!

It may very well be a watch key--and at that size and with the loop on it, I'd say that's a good guess. Is the bottom broken, or does it swivel? Is it broken at one side? The Really Early watch winders had a 90 degree bend in them.
