The pin going through the arms is threaded on one end. The other end appears to be wingnut-like, except it really appears to be a wrench. What is the gap between The flats on the part that looks like a wrench (to the nearest 1/4”)? I’ve seen similar devices on old windmills used to drive water pumps. Not sure if this one is though. I’d guess the wrench end to be 3/4”, but hard to tell without something to judge the size.

it's used on horse drawn equipment ,look up horse drawn plow clevis. Creskol is sharp to pick it out . well done sir.

The clevis is an evener to pull a piece of farm equipment. The Pin is also the lug wrench for the axle nut.
