Weird Hebrew Plate...?

Hi all! Found this on the side of the road (weird, right?). It's some sort of metal, it seems, and it has a picture of two people in some sort of native/indigenous garb holding a pole with grapes hanging from it. On the back is a little blue patch that says some things in Hebrew and the following numbers:

WHAT IS THIS?!

Where did you find this?

The sticker behind the plate(?) is a "mas knia"(Israeli purchasing tax) badge. The tax AFAIK was announced around 1950 canceled in the 70-s.
