I came across this interesting plate at a garage sale. It has V & B M on the back of it, numbering and made in Germany. Would anyone know anything about this?

Found yesterday in Civil War era site in KS. The cylinder appears to be Copper or brass, about the size of a small tea plate. About 1 lb or so. Heavier and more rigid than you’d think. The handle reminds me of a pipe end and you can see the hole that goes through. Also metal. Some care...
