Found out in a pasture today.

Looks like something would sit in it?
How about a bracket for a storm shutter? That piece would be attached to the sash or framing and a corresponding rod type piece on the shutter goes down into it. Allows the shutter to hinge and allows easy and fast removal or installation.
 

Nice find i was going to suggest something like Village nut said. I think Village nut is pretty close
