How about a bracket for a storm shutter? That piece would be attached to the sash or framing and a corresponding rod type piece on the shutter goes down into it. Allows the shutter to hinge and allows easy and fast removal or installation.

Villagenut is close, but I believe it is a bracket for an oil lamp similar to the candle mount shown.
