Weird Thrift Store Find

[Crush N Cans]

Stands about 9 1/2 inches tall and weighs 3/4 of a pound. The narrow part screws off and I've included a scan of the bottom which I can't begin to decipher. I have no idea what this is...do you? Anyway I'm only out $2 for this piece.

Kinda looks like part of a hookah. Is the tall part hollow, any holes?

The tall part is hollow with a small hole at the top.

A lot of those types of things are cast in Pakistan.
I've seen tons of cheap knives, incense burners, etc. that were cast in brass and stamped, "Pakistan."
The language may be Urdu.

No indication of burning anywhere.
