Roughly the size for a heel cup or around the front of a horse shoe. Has two holes, one on either end and is complete minus bent bent down on the ends. It has been compressed inward slightly. Located around Civil War era relics and is heavy brass. Any ideas?

It's part a wagon hub flange. Some are iron, but your appears to be a partial brass fragment.

I don’t believe it was designed to be a full circle. The ends are symmetrical and taper down smoothly and evenly. Whatever it is, it was a semi circle and not round.
Yours has been broken, note the uneven tears and cracks in the brass. Below are some photos of an intact example I've excavated. Your photos show one of the holes that held the flange in place, this one has three holes and the damage is due to the flange being the outermost piece on the wheel so they would take the brunt of any impacts thus protecting the hub of the wheel holding all the spokes together.
