The layout reminds me of how tents would be congregated. For example a CW camp may have been laid out in a similar fashion.
I would check the area for other signs as it doesn't look like much was happening in the photos,just signs of tents.

Sorry, I KNOW this is off topic but (from that page):
Near San Fernando, Pampanga, is the small hill where they hold crucifixions, on Good Friday. I took this picture a couple of years ago. The crosses are on the round, barren hill.
