Dernit jeff, I was serious, lol!!

The layout reminds me of how tents would be congregated. For example a CW camp may have been laid out in a similar fashion.

I would check the area for other signs as it doesn't look like much was happening in the photos,just signs of tents.

This is what Got me looking in the General area
But I Believe this is too far West of Enterline


Plus the Year they Stopped was 1916

Sorry, I KNOW this is off topic but (from that page):

Near San Fernando, Pampanga, is the small hill where they hold crucifixions, on Good Friday. I took this picture a couple of years ago. The crosses are on the round, barren hill.

When I think about it Haystacks Before October in PA
seemes Pretty Early
& The way they are Scattered Also gives Be Questions
But Havn't ruled it out.

Intrestingly there is a "Braddock Drive" entering the area

Haystacks in my part of the country start in late May early June,
There is more than one cutting of hay. As many as 4 in a season in some places.
And yes they will rotate storage places.

Jeff,
I think they were hay rolls. The rolls are easier to transport and leave a more rectangular shape of "dead" grass where they're laid. It is normal for the hay rolls to be laid out close to roads so that a flatbed truck or trailer can be driven in close to a roll where a tractor with a forklift attachment can lift it onto the truck and/or trailer.

Large round balers that could have made rolls of this size didn't come on the market until well after these pics were taken .
