I found this years ago on a city street by an old phone pole. Just what is it and how old is it?

Functionally, it looks to me to be an insulator for a pole guy wire. It would be used to keep the guy wire (cable) from acting as a ground from the pole.

Another possibility is that it was used to tether one end of a long-wave antenna, again to keep the long wire from grounding.
