I found this in the woods of an old park in and rusted metal tin about a foot down. Any ideas??

Only goes up to the letter P in the alphabet and the "I" and "J" is one symbol

Old postal boxes had dials, not saying that's what it was because they had 2 dial box's but they normally split the alphabet in half so it wouldn't have ended with P.??Strange one, this find of yours.

Maybe there is a missing piece with the rest of the alphabet...say as in a decoder toy?
