What is it and how old

Found this looking for arrow heads in a creek in Cincinnati Ohio, it is glass. Any information on its use or age would be appreciated, thanks

It's a clad Washington Quarter. If you turn it over it has the date right on it. Sorry, couldn't resist. No help on the figure head.

could it be a Hummel? statue maker. seems to be that type of face theirs are usually painted but that could would wash away.
