✅ SOLVED What is it?

THis iem was found in a barn. Its cast iron no markings found. The top spins and there is a small hook on the inside. Its about 10 inches tall and 6 inches wide wheels are also cast iron.

Looks to me like part of a hay fork assembly. Would have hung on a track. Just a guess.
