Any ideas what this is? I know the dates are from the civil war period, commemorative coin or medal perhaps?

It might be a GAR reunion or memorial token.
 
Can you give us a full view of the front and back?
 
The coin/token's front shows a (yankee) civil war soldier and sailor shaking hands... and I can see the final part of the word "SAILORS" on its other side. So, I think it is a commemorative coin/token for a yankee civil war "Soldiers And Sailors" monument/memorial. Click on the link below for an example of such a memorial.
