I've found a lot of them. I always thought it was a piston

It's hollow on the top

It looks like a small screwdriver handle.

Looks like one of those things that get crimped on the end of a cable to keep it from fraying.

I've found to many of them...

It is a tire valve cover.
Add an ear plug to seal it and you can carry small finds in one.
