Well, it's Thomas Jefferson but I have no idea what it would have been made for, maybe just a plaque. They were pretty fancy doing stuff like this about 100 years ago.

It appears to be a photo plate of the marble bust of Thomas Jefferson done by Jean-Antoine Houdon in 1789. It is in the parlor at Monticello.
