You may have a horse bridle rosette. I’ve only seen one other round rosette that had the Wales plume on it. Usually they’re cast with a loop in them. Not sure of rarity but certainly not common. Horse Rosettes come in hundreds of shapes and sizes. This also makes your rosette the fourth one posted on TN in the last 24 hours!

To be sure that it's a bridle rosette, if you could post a pic of the back that would help.

PS. I'd be interested to know about the significance of the 'Plume/Feather' if any.

Sure doesn't look like a button, but if he says so, I guess it is a possibility. I would have sworn that it was a drawer knob or knob fitting, similar to this one.
It very well might be. It doesn’t have the holes in it like that one though. I’ve researched it so much my eyes have bled so who knows what it is exactly. I sent him pictures and measurements, and that’s what he said back.
