What Is It?

Definitely looks like part of a pocket watch. They come in all sizes. Here's one of mine.

I found the exact same thing in ohio and the small gears inside makes me think time Peace of some sort. second row up on the right...Mags

Most pocket watch guts would have engraving on them somewhere with the makers name and the serial number. If you could find that you should be able to date it.
