What is this? Any ideas on how old is it Age?

Found this metal detecting in a site of an us army air field base training area. It was about 4 to 5 inches deep what is this it has some words on there i cant quite read them. They did practice there too. Is it related to the buildings or the base or practice? please tell me on that one i would like to know. Can anyone find me a similar one pic?
