What is this cartridge from?

Found this Nov.10th in a small woods located behind a Catholic school and a railroad. This aluminum cartridge thing is 5-5/8" long by 1-5/8" outside diameter. One end has 4 holes plus the center hole is a primer marked (best I can tell) WRAC then lower on the primer is NEW N.410.
Any help would be greatly appreciated.

What is a pin flare? Please excuse my stupidity but I've never heard that term Pin Flare.
