What is this Iron thing?

Dug this up a while back and I have no real idea what it is. I always thought it resembled a very rough stirrup, but don't really think it is. I'm sure it's hand forged iron, and it looks like the two round ends have been broken off of...?? It came from a horse stable area that housed as many as 150 horses from mid 1860s through the late 1890s and I can tell you I've dug ton's of stable related items there. Any ideas?

It appears you have the center iron for a single tree. Part of wagon (or horse drawn vehicle) hitch gear.
