having what looks like a set screw,download.webp the item reminds me of a weight bar collar .

Kinda looks like a throwout bearing for an old car??

It sure does look like a throwout bearing except for what looks like a square head bolt sticking out of the side of it although I don't think that is a bolt.

Possibly a centrifugal clutch off a go-kart or mini-bike? Gary

About 1/4 of the way down the base there is a seam that appears to go all the way around. Maybe the lower portion of the base was designed to move separately from the rest or meant to be stationary. I also kinda see a set screw. Not sure what it is but perhaps these clues will lead to an id.

try to clean it a little and see that that bolt thing is.

The attached photo shows the seam I mentioned in yesterday's post. Tonight I also noticed 2 things that have made me re-consider a set screw. 1) There appears to be a second (broken off) bolt(?) on the right side which is outlined in light blue. 2) Judging by the top lip, the thickness of the metal looks too thin to hold a set screw (or a bolt) securely. I agree that cleaning it would help. So would some additional photos from different angles. Plus any context (i.e. where found, what was found nearby, etc.).
