That is interesting.The lever design looks as if it would have had wood grips on it and it would have tightened the two mechanical hooks onto two pipes??.....no idea??

it looks like an aftermarket mount to hang a basket or saddle bags onto a motorcycle or bicycle.
what is the width?

Isn't it a pot hanger for holding cooking pots or kettles over or near a fire? It's upside down in the first pic.
