what is this skull/lightning bolt insignia? military?

this recent find is a sterling stickpin. the top features a skull design with a lightning bolt and maybe some kind of headphones? the style of the stickpin (made of square wire with a twist in the middle) is very old--if i was dating it based solely on that i would have guessed 30s or earlier. but to me the skull design looks more recent.

does anybody recognize if this is some kind of insignia? the only skull/lightning bolt symbol i know is the grateful dead! i'm mystified and not sure where to start. i have seen some aero squadron insignia that use skulls in interesting ways, not sure if this is something military related or just a cool design.

I think that it looks more like a robot head of some sort.

Looks like comic book character to me. Something along the lines of The Flash. Not current on my action hero/ comic book character knowledge.
