Found at a victorian-era apartment while looking for a ring, any ideas what it is? Its copper and says "EAO Pat'dt" Thanks

Looks like a strap to fasten a ground wire to a fuse box or water pipe; and appears to still have a piece of ground wire attached. I don't know what EAO would mean...maybe electrical something.
