That looks to be a strain relief used in the installation of telephone, cable TV, or similar wires into a building. Here is a link to one. Also, look at Google images of "service entrance wedge clamp" for many variations.

The old ones at indeed copper. I've heard tales of people collecting buckets of them over several years and cashing them in at the scrap yard.
