✅ SOLVED What is this? Token,medal?

Found this many many years ago and never could figure out what it is. Any help would be much appreciated. It has 1860 on both sides. One side says Herschel v Johnson and the other side says Stephen a Douglas. Stephen might be something else as I can't make it out clearly. I think it's made of brass and it use to have something in the middle but it's rusted out.
