Could be a burnishing tool (to set a fine edge on a scraper blade) but most likely an oyster knife.

Vaguely reminiscent of a leather-working tool: flat-bladed awl or reamer?

It looks like an awl for canvas or leather use.

Could be a bearing scraper.

Bearing Scraper

The Goodson Bearing Scraper is a great multi-purpose shop tool. Use it to shave cam and babbitt bearing high spots and to eliminate bearing high sports after installation to ensure correct oil clearance.
The Goodson Bearing Scraper blade is 4" long and has 3 cutting edges. The blade is mounted in a wire wound wood handle for strength and split resistance.

Order No.

It sure looks like:

When I was into jewelry making we called it a bezel setting tool or a burnishing tool. It was for setting stones into a bezel. Of course a better description or photo’s of the working end of the tool that shows what kind of curvature it has would nail it better.
