The centre portion appears to be a reproduction of a Mayan calendar. I'm guessing it's a tourist piece.

Google "mexico plate with mayan calendar" and you'll see lots of examples as tourist and decor pieces.

Yours also seems to have coin replica impressions on the rim which appear to be the obverse and reverse designs for the Mexican 50 peso gold piece struck to commemorate the 100th anniversary of independence from Spain in 1821. They were first struck in 1921 and continued to be struck until 1947, carrying the dual dates of 1821 and the actual year of issue:

So perhaps the plate also celebrates that anniversary.
 

Hey Red... That is the Aztec.. not Mayan... but i knew what ya meant :)

Yep, my bad. Generically these are known as "Mexica" calendars, for which the Aztec culture was the prime (but not the only) user.
