I have the same object like on the photo's posted below - just with missing movable mouth part. Unfortunatelly I found only the photo without the satisfied information about the object. Can somebody help me to identify this thing, please?

A whistle? Moving the jaw part might change the pitch? Try to Google "antique whistles" to see what pops up.

Moonrover, I tried - nothing similiar. And it is seems to be too complicated for such thing - even for the "ugly charm". Now I can say - there are 2 items found on very different locations. The first one - from England, the second one - found in Malta.
