Hmm .. square hole fitted for a carriage bolt ... friction ribs on the flat surface to lock it into position, Looks like a lever would have gone through the slot and seated in the channel .. Must be a tensioning device for something ... but what?? Interesting piece!

My guess is that it's off of a piece of equipment of some sort.

I was thinking a bottle opener from a coke machine myself. They use to be mounted on the front of the machines when the bottles were glass. The cokes use to taste much better back then.
