Found this in the same area where I found that old piece of windshei wiper moter

Looks like a hub blank from the top of an electrical panel. I think the piece of wire was never meant to be in that position...unless there was some bad electrician. These days they are plastic.

I think fyrffytr1 is on the right track I was thinking carburetor choke thermostat.
