Oh being that it is right next to this tree I wonder how old it is, I don't remember seeing anyone putting it in.

Most likely your neighbors had their property surveyed.

The point goes in the hole and then something like this collects the Satellite data, or is linked to a nearby base station, which is probably the case if it's close to the tree.
