I was about to say the same. Looks like silver that's been bathing in some water for a long while. As to what it is? Looks cool though and old. Nice find.
 

it does look old and Silver. Any markings? My first thought was the top of a staff or walking stick. It is very ceremonial what ever it is.

is that a Heron swallowing it's tail at the top? Or some sort of beast, or is it damaged and just looks like something funky?

May be an umbrella/parasol handle. Notice the fleur de lis in the upright position when the handle is pointed down, (like when it is an umbrella stand in a Victorian hallway) Imagine if you will, a Lady is strolling along the lake shore, just as a stiff wind blows her umbrella/parasol out into the water, where it sinks and awaits your discovery 100 years later. Just another wild "Sub" guess!

Subterranean nailed it and it looks like silver for sure, with that black oxydation. Could be british also, as they had fleur de lys too. Very cool find!
